The proponent is the organization or entity initiating the proposed project. As the primary driver of the development, the proponent is responsible for commissioning the ESIA, ensuring it is conducted by qualified professionals (the consultant), and integrating its findings into project planning. The proponent must also commit to implementing recommended mitigation measures and environmental management plans throughout the project lifecycle.
